U.S. Treasury, Minute Man Flag.
The Minuteman flags were awards of the US Treasury Department during World War II for meeting or exceeding US Bond sales to pay for the war. The basic design was patented on August 18, 1942, by the Secretary of the Treasury.

5'x8' flags are awarded for installations of 1,000 or more employees with at least 50% participation at the conclusion of the annual campaign.
3'x5' flags are awarded for installations of 500 to 999 employees with at least 50% participation at the conclusion of the annual campaign.
Since this flag is, or was a 4'x6', a size no longer awarded; and considering the cotton fabric and method of manufacture it is likely that is is a WWII era flag.
