U.S. Coast Guard Rear Admiral Flag - Upper Half.
This nylon, United States Coast Guard, size 5, Rear Admiral (Upper Half), was made by Annin & Co, the nation's oldest and largest flag company. Coast Guard personal flags are used according to the same rules followed by the Navy, serving as a distinctive mark in lieu of the commission pennant when a flag officer is on board a ship.

This flag is like the admiral's flags used by the US Navy, but with the Coast Guard emblem in blue and white added to the fly. The Coast Guard emblem serves as the seagoing equivalent of a policeman's badge, the distinctive sign of a Coast Guard vessel's law enforcement authority.

The United States Coast Guard (USCG) is a branch of the US Armed Forces and one of the seven U.S. uniformed services. The Coast Guard is a maritime, military, multi-mission service unique among the military branches for having a maritime law enforcement mission (with jurisdiction in both domestic and international waters). The USCG is also a Federal Regulatory agency. They are currently part of the Department of Homeland Security after over a century as an agency of the US Treasury and then later the US Department of Commerce.
