This is one of the very earliest 48 star flags, it is specially rare due to its off set pattern of rows of stars not conforming to the official block pattern. The 48 star pattern was official in 1912, the block pattern was not standardized until after the first year of the flag's recognition. It is very rare to find surviving flags of such a small size with the original stick. Therefore some flags continued to follow a practice of off set rows until the offical Flag Act of 1912.
