This flag features the arms of the Soviet Union centered on a white field above a horizontal blue stripe typical of soviet era naval ensigns and rank flags. It was introduced in 16 November 1950 as Флаг Военно-морÑкого миниÑтра, (Flag of the Secretary of the Navy) and used as such until 1964.
On 21 April 1964 there was a change, and the flag became that of Флаг Главнокомандующего ВМФ СССР, (Flag of the Chief of the Navy of the USSR) and used by the three men who held that position:
Fleet Admiral of the Soviet Union Nikolai Gerasimovich Kuznetsov (July 20, 1951 January 5, 1956), second term,
Fleet Admiral of the Soviet Union Sergey Georgyevich Gorshkov (January 5, 1956 December 8, 1985). Considered the officer most responsible for reforming the Soviet Navy
Fleet Admiral Vladimir Nikolayevich Chernavin (December 8, 1985 December, 1991; CIS Navy through 21 July 1992)
After 1992, with the collapse of the Soviet Union, the use of the flag was discontinued by the Russian Navy.
